Council holds public hearing on $307.4 million fiscal 2025–26 budget; CDBG plan adopted

The Lansing City Council on Monday heard public comment on Mayor Andy Schor's proposed $307.4 million budget for fiscal year 2025–26 and referred the proposal to the Committee of the Whole for further consideration.
Council discussion included a presentation that the proposed general fund stands at $173.1 million, a 4.7% increase, and that the overall proposal represents a 13.7% increase from the previous year. Council members noted department presentations and said they aim to pass the budget by the third Monday in May (May 19).
At the same meeting the council unanimously adopted the city's Community Development Block Grant (CDBG) annual action plan for FY2025–26, a resolution Council Member Carzaj moved and which the council approved on voice vote. The plan is intended to ensure compliance with U.S. Department of Housing and Urban Development (HUD) requirements and to permit federal funding for housing stability, public services and neighborhood infrastructure projects.
Several speakers during public comment addressed housing policy proposals under review, including support for accessory dwelling units and other housing types as tools to address Lansing's housing shortage. Joan Nelson, a local speaker, urged inclusive zoning and thanked the council and planning staff for vetting proposals that had unanimous planning commission endorsements.
The council did not adopt the mayor's proposed general budget at the meeting; the budget was referred to the Committee of the Whole for further review ahead of the May 19 deadline.
