Troy Downtown Development Authority approves 2025—26 budget, allocates $3 million for corridor and pedestrian projects

The Troy Downtown Development Authority board voted on April 16 and the City Council approved the DDA—s proposed fiscal year 2025—26 budget on May 5. CFO Robert Malzak told council the DDA—s refinancing means the authority will be able to move from debt repayment into funding capital improvements.
The adopted DDA budget includes approximately $3,000,000 in capital for corridor improvements on Big Beaver: landscaping and upper embankment work near the diverging-diamond interchange (DDI), pedestrian improvements east of Livernois, and rehabilitation work at the southwest corner of Big Beaver and Livernois. Council and DDA members said the DDA district—s tax-increment revenues fund these projects; those revenues come from within the DDA boundaries rather than general city property taxes.

City staff said the current DDI construction is scheduled for completion by June 30, with additional work funded by the DDA to begin as early as July or August and run through the winter into spring 2026. The DDA has authorized $1.5 million to restore upper embankment items previously cut from the bid package; council will see contract requests to continue with the current contractor because of continuity and scheduling advantages.
Council members asked about district boundaries and longer-term plans; staff said the DDA district ends at Rochester Road and that future work within the three-year plan will extend pedestrian and streetscape work between Livernois and Rochester and eventually to Crooks Road in later years. Council approved the DDA budget as printed in the packet.
