The Livonia City Council approved acceptance of a stormwater facilities maintenance agreement tied to construction of a storm drain system for the Portillo's restaurant development, council members said during the meeting.
Engineering staff explained the agreement relates to work by GCH Portillo's LLC and that the developer had to obtain a Wayne County permit; staff said the restaurant opened last July and finalizing the maintenance agreement helps complete permitting and inspection requirements. "They had to get a Wayne County permit. It's been a long road to get to this point," an engineering representative told the council.
Council voted 7‑0 to accept the agreement. Council members and staff thanked the engineering division for coordinating with the developer and county agencies to resolve site issues; no change to fees or city budget was recorded at the meeting.
The agreement formalizes maintenance responsibilities for the stormwater infrastructure that serves the Portillo's site and allows the city to record the related document with county authorities as part of the permitting and inspection closeout process.
