The committee voted to send to formal session a resolution authorizing a neighborhood enterprise zone (NEZ) certificate for rehabilitation of a residential building at 8022 Kerchival in the West Village NEZ. Staff recommended approval after a review and the petitioner said the building has been vacant and in dilapidated shape for at least five years.
Chris Gulak of City Planning Commission staff presented the project and said the petitioner, Bondi Construction, proposed rehabbing the existing structure into two three-bedroom rental units. Petitioner Luke Bondi said the building is partially demolished and would require extensive rehabilitation; the developer reduced the project from an earlier four-unit proposal to two units after analysis showed additional units would have required fire suppression and more extensive work.
Staff said renovation costs were roughly $50,000 per unit with estimated monthly rents of about $2,000 to $2,300. The petitioner indicated three off-street parking spaces accessed from the alley would be provided and that exterior stair steps would remain, so no ADA exterior accessibility modifications are planned.
The item was advanced to formal session with a recommendation to approve. The NEZ was created by council in February and staff noted the petitioner has prior rehab experience in nearby neighborhoods. Final approval will follow formal council consideration.
