Chief Information Officer Art Thompson told the committee that the city has reduced its reliance on contractors from about 80 to 11 since 2012 and has prioritized Detroit‑based firms in recent procurements. He said an earlier rebid eliminated an out‑of‑state vendor and that the current request expands funds for Detroit-based contractors to provide temporary IT staffing while the city builds internal capacity.
Councilmember Angela Whitfield Callaway asked for a breakdown of the temporary staffing count and citizenship/authorization information for contract workers; Thompson agreed to provide a list of Detroit-based businesses receiving contract work and staffing counts. Councilmember Mary Waters asked for a one‑week bring back so members could review vendor lists and the scope of services; the committee agreed to return the item at the next meeting.
No contract increase was approved on May 7; the committee deferred final action pending staff-provided vendor lists and additional detail on how the contract increase would reduce long-term contractor reliance.
