Conyers council adopts open-records ordinance, tighter underage alcohol and vape rules; renews police mental-health co‑responder agreement

CONYERS, Ga. — The Conyers City Council on April 16 adopted several ordinances and agreements intended to clarify records access, tighten enforcement on underage alcohol and vaping, and continue a police mental‑health co‑responder program.

The council voted to adopt Ordinance 14‑21, formally establishing the city’s open‑records rules and designating the city clerk and the police department records custodian as custodians of records. “It mainly tracks the Georgia state law,” city staff member Carrie said as she described the measure, adding that the ordinance codifies the city’s existing online procedures and designates where requests should be routed.

The council also approved Ordinance 14‑22, authorizing Rockdale County to conduct the City of Conyers’ 2025 municipal election, a recurring administrative step that the city typically updates biennially.

On public-safety regulations, council members approved three ordinances tightening penalties and enforcement for underage possession and purchase of alcohol and vaping products.
