The City of Oakdale Planning Commission voted to recommend approval April 3 of a conditional use permit allowing a two-story detached garage at 788040 Fourth Street Court North, owner and applicant Bob Baker said.
The permit would allow a second detached garage on the roughly 1-acre property in the Sunborough planned-unit development, where single-family homes may add additional garages only through conditional use review. Planning staff recommended approval with conditions including a building permit, compliance with setback and height rules, a maximum footprint of 1,000 square feet and an explicit prohibition on using the new structure as a dwelling unit.
The commission’s recommendation follows a staff presentation noting the lot sits in a PUD that follows R-1 standards, that setbacks on the plan exceed 80 feet in most areas, and that the proposed structure would meet height limits. Planning staff also said the applicant confirmed the building would not be served by the house septic system — making conversion to a dwelling infeasible — and that the Sunborough homeowners association requires accessory buildings to be residential in style. Staff concluded the CUP review criteria in the city ordinance were met and listed the recommended conditions.
Bob Baker, the applicant and property owner, told the commission the garage is intended for storage and workshop purposes after he sold a second residence and moved tools and equipment to the Oakdale property. "We brought lawn tractors and riding lawn mowers and table saws and compound miter saws and all kinds of gardening equipment, and there's really no place to put them," Baker said.
Commissioners asked whether the second level would be accessed from the grade above and whether the balcony-like feature would be used as an outdoor space. Baker described the walkway as "a little, basically a gangplank, a bridge that'll come across from the higher grade to go straight into the upper level" and said the upper level will function as a hobby shop and gardening space rather than a residence.
The commission opened and closed the public hearing with no other speakers and then voted to recommend approval. The motion passed on the floor with all members present indicating approval.
The recommendation is advisory to the City Council (or other final decision authority per city procedure); the commission’s action sends the proposal and staff conditions forward for final permit processing, including issuance of building permits and any required HOA approvals.
