Oakdale council approves final plat for Willowbrook 11th edition

The City Council of the City of Oakdale on Feb. 25 adopted a resolution approving the final plat for Willowbrook Eleventh Edition, allowing the developer to subdivide just under 13 acres into 37 single-family lots and two outlots.
The approval, carried by a voice vote, included seven conditions of approval listed in the resolution, covering execution of a development agreement, city-engineer approval of public improvement plans, required outside permits, park-dedication requirements under the Willowbrook planned unit development, and recording instructions from the city attorney. The resolution requires Outlots A and B to be deeded to the city and specifies that retaining walls located within those outlots will be maintained by the development’s homeowners association.
Luke McClanahan, Community Development staff, presented the plat and told the council the site is in the northeast portion of Willowbrook. “The site itself is just under 13 acres, it's vacant land and the request is to plat 37 lots for single family homes and 2 out lots, so there would be 1 out lot for a stormwater pond and 1 out lot for a trail connection,” McClanahan said. He also noted the developer will construct extensions of Second Street and Hyde Avenue as part of the project.
McClanahan said staff had reviewed the final plat and found it substantially conforms to the preliminary plat, the city’s subdivision regulations, and the Willowbrook PUD. He read the conditions of approval from the resolution on the council’s consent packet.
A council member moved to waive reading and adopt “Resolution 20 20 five-eight, approving the final plat for Willowbrook Eleventh edition with conditions as presented.” A second was offered, the council voted “aye,” and the resolution was approved.
The resolution requires a development agreement spelling out the homeowners association’s maintenance responsibility for the retaining walls and other standard preconditions such as required permits and engineer-approved construction plans. City staff said the retaining walls were considered unnecessary as a public improvement and therefore should be privately maintained as a condition of approval.
The developer representative from Lennar was present during the presentation but did not offer substantive remarks during the council discussion. The council took no amendments and directed staff to finalize the development agreement and recording steps as outlined in the resolution.
The approved final plat completes the remaining single-family lot phase in the Willowbrook neighborhood and authorizes the developer to proceed to the construction-permit stage subject to the listed conditions.
