Coon Rapids City Council approved its consent agenda, which included three items: acceptance of a right‑of‑entry agreement with Family Promise of Anoka County for a new multi‑family development at 34090 Fifth Avenue; approval of a one‑year service agreement with Alexandra House for $15,000 to support shelter and advocacy services for city residents; and receipt of an electronic payments schedule covering April 10–30, 2025 as required by state statute.
Staff said the right‑of‑entry agreement allows city crews to enter the property for maintenance of the water main system, including hydrant flushing and exercising gate valves, for an eight‑unit apartment building plus an existing home. The agreement is standard for new multifamily developments.
City staff described Alexandra House as Anoka County’s women's and families shelter that provides 24‑hour shelter, advocacy and support services; the one‑year agreement can be terminated by either party with 30 days’ notice and requires proportional refund of unearned funds. Staff noted the $15,000 appropriation was included in the 2025 budget and that the council incrementally increased support in recent years.
Council member Butler moved to approve the consent agenda; Novak seconded and the motion carried. Council briefly discussed the Alexandra House amount and staff confirmed the $15,000 allocation had been used in the prior budget year and represented a recent increase from earlier years.
