Coon Rapids council approves series of contracts, grants and appointments in unanimous votes

At its April 15 meeting the Coon Rapids City Council unanimously approved multiple contract awards, grant acceptances, budget amendments and recommendations to the district judge for Charter Commission appointments.
The Coon Rapids City Council on April 15 unanimously approved a package of contracts, grant acceptances, budget amendments and appointment recommendations, voting to move several capital projects and administrative actions forward.
The council approved construction and service contracts across several public-works programs: a $5,722,178.90 award to Northwest Asphalt for the 2025 street reconstruction project (Resolution 25-1 sub 9); a $191,878.66 award to Alexander Services Inc. for the 2025 miscellaneous city trail reconstruction project (Resolution 25-3 sub 9); a $1,205,536.43 award to Insituform Technologies USA LLC for sanitary sewer lining (Resolution 25-4 sub 9); and a roughly $180,062.50 annual street-sweeping contract with Allied Blacktop Company (project 25-15). Council also approved solicitation of bids on plans and specifications for replacement of the driveway and parking lot at Fire Station No. 2 (Resolution 25-10 sub 8).
On the consent agenda the council accepted a $28,000 Twin Cities Gateway 2025 member city marketing grant (Resolution 25-58) and directed staff to allocate $18,000 of that grant to the Community Strength Foundation for Fourth of July programming and visitor promotion. Council approved a right-of-entry agreement with Anoka County related to sanitary-sewer lining work, adopted a resolution establishing a May 6, 2025 hearing on improvement assessments for the Village Manor Condominium Association housing improvement area (Resolution 25-61), and adopted a $111,412 general-fund budget amendment to reflect lease-accounting changes required by GASB standards (Resolution 25-62). The council also received the schedule of electronic payments and waived a $520 portable-stage fee for Anoka Ramsey Community College for a September fundraising event.
Council recommended reappointments and new appointments to the Coon Rapids Charter Commission and forwarded those recommendations to the chief judge of the Tenth Judicial District for final appointment. The recommendations included reappointments of Alden Hofstead, Glenda Meiksel and Steve Wells and recommended appointment of Kenneth Uko and Susan Erickson. The motion was put forward by Council member Geisler and carried unanimously.
Other items approved included acceptance of a $1,000,000 state grant routed through MnDOT for the Trunk Highway 610/East River Road full-access interchange design (local road improvement program) and the council-authorized purchase-agreement approval and revolving construction fund amendment to buy a piece of property adjacent to Fire Station No. 3 and the Coon Rapids Ice Center (see separate article for details).
All recorded motions on this agenda passed with an oral unanimous vote (ayes recorded; no opposed votes were called).
