The Conservation and Inland Wetlands Agency found on receipt that the proposal by Mary and Robert Huckville for a 20 by 25-foot two-story rear addition at 48 Pine Glen Road — which lies in mapped wetland soils — is a not-significant activity and will be adjudicated at the next scheduled meeting.
Staff said the addition replaces an existing 16-by-16 porch and includes a full basement with a foundation and continuation of the existing footing drain system. Builder Peter Hinman described a footing-drain system that will tie into an existing deep culvert behind the house and said temporary silt fencing is proposed on the plan. Hinman stated excavated soil will be removed from the site and that final exterior grading will include a small retaining wall at the structure’s edge; the proposal also removes an existing screening porch and replaces it with the addition and an incorporated patio.
Commissioners asked whether the lot had been filled previously and whether topsoil would be removed; the contractor said he did not know of prior fill and said topsoil would generally be kept on site and redistributed. After discussion, a commissioner moved that the activity be found not significant and that adjudication occur at the next scheduled meeting; the motion was seconded and approved by voice vote. The applicant was told staff will advise whether the next meeting is scheduled for the 17th of the month.
