Council approves consultant phase to form Special Improvement District; steering committee recommends SID as economic tool

Pam said the steering committee recommended moving forward with phase 3, which will include drafting the ordinance to create the SID, creating a district management corporation, holding an election for its board of trustees, applying for nonprofit status, establishing a bank account and opening an office. The contract for phase 3 with Economic Development Strategists was presented at $14,000.
Council members asked about timeline and finances. Pam estimated phase 3 would take about three months to produce a draft ordinance and initial implementation documents, with an additional period to complete the district management corporation formation; the council discussed presenting the feasibility report in a public meeting and expected final steps and formal ordinance vote in the months ahead. One council member said she wants to see detailed financials and proposed assessments for businesses before an ordinance is voted.
The council authorized the phase‑3 consultant contract to continue the SID formation process; Pam and other council members said they would coordinate with beautification and business groups to avoid duplication and refine the proposed district functions.
