The Laramie County Planning Commission recommended that the Board of County Commissioners approve a replat of portions of Skyview Estates (Third Filing) that would consolidate many small hangar lots into larger, more buildable lots.
Jones Land Surveying submitted the application on behalf of multiple owners; Cotton Jones appeared as the applicant's representative and Bryce Hamilton presented the staff report for Laramie County Planning and Development. Staff said the goal is to consolidate 26 small hangar lots into 11 lots that better meet current county standards for building larger hangars. The staff report said an outstanding legal issue remains regarding the effect of the replat on undivided 1/70th interests each original lot holds in the airstrip easements; the county attorney's office was conducting legal research and staff recommended that the attorney commentary be resolved prior to recordation of the final plat.
Staff noted some lots contain or previously contained septic systems and wells permitted under older rules; staff and commissioners discussed that the replat includes a plat note clarifying the replatted lots may not be used as residences and that new wells or septic permits would be subject to current environmental-health and DEQ rules. The comprehensive plan identifies the area as rural-ag-interface; staff stated the replat intends to decrease density in the area.
No public comments were received during the public hearing. Commissioners voted to recommend approval to the Board of County Commissioners with the condition that county-attorney commentary be resolved prior to recordation. The roll-call vote recorded affirmative responses from Commissioners Stottle, Tafoya and Acting Chairman Watkins.
Staff said a second review cycle was ongoing as of the report date and that multiple property owners will need to sign the final plat prior to recordation.
