The Laramie County Planning Commission recommended approval of the Capital Tracks Fourth Filing subdivision permit and plat, forwarding the matter to the Laramie County Board of County Commissioners with one condition.
County associate planner Kate Bridal told the commission the application would split a 4.13-acre parcel into two residential tracts and that the property lies partly in the Community Business (CB) zone and partly in the Medium Density Residential (MR) zone. "Based on evidence provided, staff recommends the Planning Commission find that, a, this application meets the criteria for a subdivision permit and plat pursuant to section 2-1-101, a to e of the Laramie County land use regulations; b, this application is in conformance with section 4-2-104 governing the MR Zone District; and c, this application is in conformance with section 4-2-107 governing the CB Business Zone District," Bridal said.
The parcel, currently used for surface storage and storage units, is within the South Cheyenne Water and Sewer District and will be accessed from Helwig Road and West College Drive. Bridal said the county determined that neither a traffic study nor a drainage study was warranted for this development and that agency comments are being addressed and corrections made to the plat. The commission's recommendation included one condition: the plat must be revised to reflect the change from an administrative plat to a subdivision permit and plat.
The commission opened a public hearing and received no public comment before voting. Commissioners voted unanimously to recommend approval and adopt the staff findings of fact.
