The Laramie County Board on April 15 approved a zone‑map amendment for the east half of Tract 20 in Cheyenne Irrigated Gardens, changing the parcel from Medium‑Density Residential (MR) to Mixed Use (MU).
Landowner David Quaid told commissioners he bought the property in 2019 and has been cleaning and repairing the site; he said he has no immediate development plan but seeks the zoning change to broaden lawful options for future use, including outdoor storage. Justin Arnold of County Planning said the parcel is 2.42 acres and that staff found the proposed rezoning consistent with the county comprehensive plan and policies; the Planning Commission recommended approval 4‑0 on April 10.
The board adopted staff findings and approved the zone change on roll call with Commissioners Heath, Hollingshead, Thompson, Zwonitzer and Chairman Malm voting aye. Staff noted that any commercial activity allowed under MU would still require subsequent site‑plan review and appropriate approvals by the county and district agencies before operations could begin.
Why it matters: the change permits broader commercial uses at a site currently surrounded by residential and planned unit development; future commercial operations would require site plan review and utility/district approvals.
