Commissioners approve Wyoming Downs LLC wagering resolution for Terry Ranch site

The Laramie County Board of County Commissioners approved a resolution allowing Wyoming Downs LLC to conduct pari‑mutuel wagering on live horse racing, historic horse racing and simulcast events at Terry Ranch Business Park, Tract 4 in Laramie County.
Kyle Ridgeway, president of Wyoming Downs LLC, told commissioners the request is a transfer of an existing permitted location rather than a new site; the company plans to remain at its current site (Senators Wire and Grill) until construction at the new site is complete. Ridgeway said the project has financing, construction documents and expects the site near Exit 2 to draw out‑of‑state visitors and generate "organic tax revenue for the county." He also said the proposed resolution would give the county additional contractual local control over the new facility.
The board opened a public hearing; no members of the public spoke and the hearing was closed. Commissioners thanked the applicant for agreeing to contractual terms providing local control and noted that proposed state legislative changes to local control had not advanced. The resolution was approved by roll call.
