Laramie County commissioners approve minutes, consent agenda and several contracts including indigent defense appointment and inmate tracking renewal

At its meeting the Laramie County Board of Commissioners approved the minutes of proceedings for March 4, 2025, adopted the consent agenda, and approved several contracts: a legal services agreement to provide representation to indigent parents, a master software-as-a-service agreement with Zasio Enterprises Inc. for $31,945, and a contract with Codex Corp (doing business as Guardian RFID) for inmate management and tracking in the amount of $41,142 with an annual renewal fee of $32,056.

County Attorney’s Office staff told the board the legal services agreement adds Shelley K. Flott, P.C., to the roster of counsel to represent indigent parents in neglect proceedings in accordance with W.S. 14-3-422(b) and to comply with the county’s obligations under W.S. 14-3-434(b). The agreement establishes a $100-per-hour rate. Commissioner Heath declared a conflict and was recused from that vote; remaining commissioners approved the contract by roll call.

Dom (presenter identified as "Mr. Davis") described the Zasio agreement as a file-based software service for records; commissioners approved the order. Laramie County Sheriff’s Office Chief Perry Rock (presented as the facility chief) described the Guardian RFID system as the jail’s inmate tracking technology; he said the county has used the system for several years and that the vendor’s platform replaces a paper-based process, allowing staff to log checks, images and medication issuance. Commissioners approved the Guardian RFID renewal by roll call.

Roll calls for routine items showed unanimous approval of the minutes and consent agenda and approval of the three contracts; Commissioner Heath was recused on the indigent defense item. No additional fiscal contingencies or amendments to the contracts were recorded in the meeting transcript.
