The Laramie County Planning Commission voted Jan. 23, 2025 to recommend approval of a subdivision permit and plat for the Badlands Subdivision, a proposal to create 34 residential parcels north of Sunrise Road in Section 34, Township 16 North, Range 67 West.
Kate Kendall, associate planner, told commissioners the subject parcel is vacant agricultural land in the New South District and that the subdivision would create 34 residential tracts averaging about 10.29 acres each. The proposal would be served by individual wells and on-site septic systems; planning staff noted that a subdivision creating more than five lots triggers a Wyoming Department of Environmental Quality (DEQ) Chapter 23 study, and the required DEQ recommendation had not been received as of the hearing.
Staff cited state statutes and Laramie County land-use regulations (transcript references include state statute sections and Laramie County Land Use Regulation sections) and said agency comments and prior plat conditions had been addressed during the review. A traffic study and a drainage study were completed; staff reported road extensions to county standards, and agency concerns about road improvements and a water cistern had been resolved in the plat revisions. Based on the evidence in the record, staff recommended that the planning commission find the application met subdivision-permit criteria and conforming district standards.
At the close of the public hearing, the commission moved to recommend approval of the subdivision permit and plat to the Laramie County Board of Commissioners with no conditions and to adopt the staff findings. The motion passed by recorded votes.
Staff noted the DEQ Chapter 23 recommendation must be submitted before the plat can be recorded; the commission's recommendation does not complete plat recordation or transfer of building rights.
