The Laramie County Board of County Commissioners voted unanimously April 15 to approve a resolution allowing Wyoming Downs LLC to transfer its existing permit for pari‑mutuel wagering, historic horse racing and simulcast events from its Cheyenne Plaza site to the Cadillac Ranch property at 3307 East Nationway in Cheyenne.
County Attorney Martin Voss told the board the transfer does not create a new permit; it merely relocates an existing authorization and, after review, “is in accord with gaming regulations.” Tracy Laycock, general counsel for Wyoming Downs, said the company will continue operations at Cheyenne Plaza until renovations at Cadillac Ranch are completed, then move the operation and close the Cheyenne Plaza location.
The transfer drew no public comment during the hearing and was moved, seconded and approved on roll call with Commissioners Heath, Hollingshead, Thompson (acting chair), Zwonitzer and Chairman Malm all voting aye. No conditions were recorded in the discussion beyond the county’s standard regulatory review.
