County to spend up to $300,000 on ARPA-funded capital improvement plan contract

The Board of Laramie County Commissioners approved an agreement Feb. 18 with Civil Works LLC in an amount not to exceed $300,000 to assist Public Works in developing a 10-year capital improvement plan. The project is funded with ARPA dollars.
Molly Bennett, Laramie County Public Works, told the board the department advertised the request for proposals twice and received a single bid from Civil Works LLC both times; the county will finalize the detailed scope of services to ensure taxpayer value. "This is an amount not to exceed, and the RFP that we received does list out the scope of services pretty extensively," Bennett said.
Commissioners praised the planning approach. Commissioner Hollingshead described the plan as a 10-year road and infrastructure plan intended to identify where work is needed and how best to achieve it, noting it could cover roadways, drainage and sewer.
The motion passed on roll call; staff will finalize the scope and oversee contract execution.
Ending: The public-works department will complete the scope of work with Civil Works LLC and proceed under the not-to-exceed contract funded by ARPA.
