EDC schedules sewer-capacity discovery session after developers cite limits in Callio and Reville

Commissioners and county staff agreed to convene a discovery session with sewer system staff to clarify current wastewater capacity in Callio and Reville and to assemble historical documentation of a prior USDA-funded upgrade.
The session was requested after Commissioner Maurice raised concerns that recent development interest had been turned away because of sewer limits. Maurice said, “we are wasting our time if we do not really put some emphasis on this sewer,” and asked that county sewer staff explain how the $888,000 grant that funded sewer work in Callio and Reville was selected, designed and executed.
The county administrator, Drew, told the Economic Development Commission the aim of the session is to establish a shared factual record — what capacity exists now, what the 2010s-era project delivered, and whether operating-season demands (for example short-term rentals in Reville) create seasonal constraints. He also flagged procurement and notification concerns for any follow-up capital work.
Commissioners and staff asked county sewer staff to come prepared with the original project study, tap counts, any post‑project hookup records and an analysis of seasonal capacity constraints. Commissioner Maurice said he had evidence of a recent developer walking away within the last 30 days because of sewer capacity concerns and asked staff to document any additional taps added after the USDA project.
Participants discussed meeting procedure: the EDC will invite the sewer official (requested by name, David) for an EDC discovery session; a limited set of planning commission leadership will be invited so the meeting does not create a quorum of either body and require a special joint meeting public notice. County staff will circulate questions in advance so the sewer official can prepare.
The EDC characterized the review as fact‑finding rather than an immediate policy decision; members said the outcome will inform whether the county should pursue targeted grants or capital budgeting to add capacity. No formal vote was taken; the item was recorded as a directed staff follow-up to schedule the session and assemble requested documents.
