Carlin roadwork, Spring Creek chip seal requests and Greyhound stop for Elko highlighted in RTC project updates

Richard Raithwaite, City Manager for the City of Carlin, said the city's RTC‑funded road project is nearing final engineering and permitting; the city expects to release its bid package and award a contract when asphalt plants reopen. "Our bid package should be going out and signed 45 days," Raithwaite said. He told the commission that Love's Truck Stop is under construction and expected to open in roughly 180 days; he asked how future increases in fuel sales at new facilities affect a city's share of RTC fuel‑tax apportionments.
Susan (RTC staff) explained the commission's apportionment formula: RTC fuel‑tax allocations are distributed by assessed valuation within member jurisdictions. "When your assessed valuation increases, yeah, that will increase your percentage of RTC," she said.
Raul Naranjo, Public Works Director for the City of West Wendover, requested final payment of RTC funds for the Florence Street project and said he would follow up in writing. Christine Austin Preston, representing the Spring Creek Association, said the association requested roughly $1 million in RTC funds last year and has the same amount budgeted this year for about 30 miles of chip seal, patching and repairs.
Kayla (Elko County Public Transportation) reported that NDOT has provided funding to Greyhound and the company plans to run service between Salt Lake City and Reno with a stop in Elko seven days per week and two daily stops; Grayhound and partners are still finalizing a stop location. "We will actually have a Greyhound bus that runs, from basically from Salt Lake to Reno and with a stop here in Elko," Kayla said.
Marty Eldridge, assistant road supervisor for Elko County Highway Department, said the county is preparing for 2025 magnesium‑chloride application and preventive asphalt maintenance: "...we'll be looking at ordering 2,800 tons of magnesium chloride, for approximately 150 miles worth of application," he said, and described planned slurry and gravel projects.
No public comment was offered on the jurisdictional updates. Member jurisdictions will submit formal fund requests and documentation as required to secure final payments and apportionments.
