Staff recommended hiring a consultant with prior state experience to help rewrite the plan into a consistent, state-acceptable format and to run a workshop for commissioners after the commission identifies substantive changes it wants to include. Commissioners agreed the current draft shows inconsistent writing and would benefit from a single author to improve clarity before formal submittal steps are taken.
Direction to staff: continue assembling required state elements and optional material, solicit or retain a consultant to assist with formatting and a workshop, and return with a structured schedule and suggested edits for commission review.
