Centrifuge failure forces Lynn Haven to haul sludge; staff seeks interim contract amendment

The Lynn Haven public-works director reported the plant's centrifuge is in the shop and the city has returned to hauling sludge by tanker trucks, approximately 80 to 100 loads per month at about 6,500 gallons per truck.
Staff said the amendment under consideration with Renaissance Solutions is not expected to provide large cost savings but is necessary operationally to keep the treatment plant functioning through the high-production summer months. The director likened repeated centrifuge breakdowns to a repeatedly failing older vehicle: the unit runs for a few months and then needs costly repairs.
City staff said they included budget authority in a mid-year budget amendment to evaluate purchasing a screw press as a longer-term solution and will present options once cost figures are obtained. In the interim, staff requested authority to sign an amendment that allows continued hauling and belt-press dewatering services to maintain operations.
Direction to staff: proceed with the short-term contract amendment with Renaissance Solutions to ensure sludge handling continuity and present capital-equipment options (screw press) and cost estimates for Commission consideration in the mid-year budget process. No final capital purchase was approved at the pre-commission meeting.
