NGA migration, text-to-911 and call volumes discussed as county modernizes 911 systems

Representatives from NGA 9-1-1 and Elko County dispatch updated the Enhanced Title 1 Board on progress migrating phone carriers to a next-generation 9-1-1 network and on operational changes coming to the dispatch center.
Michelle Bland of NGA 9-1-1 said the county has begun migrating carrier traffic to the NGA next-gen network; Verizon and T-Mobile traffic have already moved and AT&T and Frontier migrations are imminent. Bland said the Federal Communications Commission (FCC) recently issued an order that, for PSAPs that are i3-ready and have filed a request, requires carriers to complete network upgrades within six months.
"Once testing is completed, we'll work with Carrie to schedule the AT and T Mobility migration," Bland said. She added that the FCC's six-month clock had started for the county following NGA's filing for Elko County and West Wendover.
County dispatch staff reported operational changes and new capabilities: Pam (dispatch staff) is developing policies and training for text-to-911 services; initially texts to dispatch will be dispatcher-initiated to control input, with a planned expansion to more call types later. Staff also described the county's new burn-permit system, purchased on a five-year agreement, which will permit members of the public to register permits online and geo-reference burn locations for dispatch.
Dispatch reported annual and monthly call-volume statistics drawn from NGA reporting tools. For calendar 2024, staff reported about 15,009 9-1-1 calls and roughly 41,000 administrative calls for a combined total of 56,652 incoming calls to the center. For March 2025, the center reported about 1,334 9-1-1 calls and 3,489 nonemergency calls for a total near 4,820 calls.
Board members and staff also discussed consolidating multiple notification and mobile products (examples named in discussion included eDispatch, Active911, Streetwise and Tablet Command) and the process for budgeting recurring invoices so they can be paid from the appropriate E-911 funding lines rather than individual district budgets.
No formal action was taken on the NGA migration or dispatch updates at the meeting; the item was reported as informational and staff will continue work with NGA, carriers and county departments.
