County planner to roll out land‑use chapters; Desert Research Institute to assist on water plan

County planning staff told the Elko County Natural Resources Commission they are assembling demographic, land‑use and sector projections and expect to present draft plan chapters in June or July.
The planner said data collection includes population, income, federal‑land acreage and NEAP projections for mining and outdoor recreation revenue. The planner told the commission that differing data formats complicate assembly and asked commissioners to accept a practical distribution method: USB drives with labeled chapters for reviewers rather than circulating large files online for open‑meeting compliance reasons.
Commission members discussed timing. The planner said a new staffer was scheduled to start on the seventh and that, assuming staffing holds, he expects to begin presenting chapters in June or July. The planner said he will work with the Desert Research Institute (DRI), which has funding to help counties update water plans; Elko County successfully asked DRI to prioritize it earlier than 2027 because of large upcoming subdivisions and closed basins that require sooner water planning.
Commission discussion noted subjects the commission will likely need to address in the land‑use and water plans, including conjunctive management, underground water districts, and county policy on water rights. No formal action was taken; staff said they will return with chapters for public meetings and deliberation.
