The Elko County Local Emergency Planning Committee received a detailed grants update on radio and software purchases intended to improve county communications and incident command capability.
Daniel (Dan) Hassett, who presented the report, summarized several grants: a United We Stand 2024 grant approved for $37,972 to purchase Harris radios and accessories; a United We Stand 2025 grant approved for $28,251 for additional radios and related equipment; a 2024 CERC OPti grant approved for $29,902 that funded Tablet Command purchases; and a 2025 CERC OPti grant for $34,000 intended for Tablet Command and radio batteries.
Hassett said the county has received programming software and has obtained state approval for several grant change requests to reflect updated equipment quotes. He told the committee the purchases are expected to be completed by June 30, 2025, and that emergency management will cover small remaining funding gaps from its budget where necessary.
Hassett also noted procurement challenges: the county has had turnover among Harris radio sales representatives during the purchasing process, which required restarting parts of the procurement several times. He said staff member Chris McCann assisted with recent ordering and that most purchases are now able to proceed.
No formal vote was required at the meeting on grants; the chair said that if grants are awarded in the future the county must bring final approvals to the Elko County Commission before spending funds or requesting reimbursement, per existing county procedures.
Committee members did not raise objections to the reported plan and asked that finalized quotes and invoices be routed through the chair for fiscal officer approval.
