Elko County TV District approves routine minutes, bills and several contracts; keeps property tax rate unchanged

The Elko County TV District board voted to approve routine meeting business and several contract and site items, and decided to keep its property tax rate at the current level.
The board unanimously approved the Jan. 9 meeting minutes and accepted the treasurer’s report after a review of account balances and capital outlay limits. The board also authorized payment of the month’s bills, which included line items such as Complete Management ($4,410), Eagle Communications ($21,480.92) and Humboldt County TV District ($1,905.88), and ratified previously paid items including a wire transfer for Rindon amplifiers ($59,957).
Board members approved an amendment to the RISE Broadband contract that preserves a 3% annual increase and changes minor insurance and wording items; staff was authorized to send the amendment for electronic signature. The board also authorized hiring Mike Murphy of DCS, a Nevada engineering and project management firm, on a time-and-materials basis to evaluate and scope road repairs at Grindstone and Lamoille access roads; Ken publicly abstained from that vote after disclosing a prior employment relationship with Murphy and DCS.
On site requests, the board approved a request from the Nevada Department of Transportation to install a three-foot microwave dish on the PB tower with an ice shield and required a fresh structural analysis as needed. The board also discussed lease negotiations with AT&T and Verizon for Grindstone tower space and voted to keep AT&T’s current monthly rate unchanged while directing staff to continue negotiations; the board instructed staff to press Verizon for relocation of equipment to a new tower within five years while proposing updated terms.
A motion to keep the district’s 2025–26 property tax rate at the current level carried after board members said ongoing tower construction and maintenance commitments require maintained revenue. The board heard no public comment before that vote.
