Elko County TV District appoints Raymond Mowery to vacant board seat after public interviews

Two applicants, Misty Atkins and Raymond Mowery, answered a standard set of questions in the public meeting. Atkins described herself as "a wife and a mom of 3" and noted she is "a ham radio operator and a dental assistant by trade." Mowery introduced himself as "a lifelong resident of Elko. Fifth generation Elko County" and said he is a captain at the Elko Fire Department.
Board members asked each candidate about their goals and familiarity with the district. Mowery said his aim was "to be appointed to the district board and help guide the district into the future" and emphasized public-safety and reliability concerns for the district's broadcast and microwave systems. Atkins said she had prior board experience and emphasized public outreach, saying the district already uses a Facebook page and website to reach residents.
After a brief private discussion among board members, the chair called for a voice/hand vote. The chair announced that Raymond Mowery had been selected as the new board member and directed staff to notify the county clerk so the appointee could be sworn in. Marissa (district staff) will schedule the clerk appointment for swearing in.
Board members who spoke during deliberations praised both candidates: one member cited Mowery's long local experience and emergency-services background, while others highlighted Atkins' recent attendance and willingness to participate in subcommittees. The chair invited the candidate who was not selected to join newly formed subcommittees and public-participation efforts.
The board did not record a roll-call vote or name a formal mover and seconder for the appointment on the transcript; outcomes were announced verbally.
The board noted that the appointed person must file to run in the next general election to remain in office, and staff will complete the administrative steps for swearing in.
