The task force was briefed that House Bill 1154 transfers the Telecommunications Relay Service (TRS) program from the Public Utilities Commission to the Colorado Department of Health and Human Services (CDHS). The PUC will continue to collect the TRS surcharge but will deposit those receipts into a newly created enterprise-style fund intended to house TRS and related communication-disability services.
