County outlines status of interlocal property exchange involving CWU and airport hangar

County staff said they are progressing on an interlocal agreement that would exchange several properties among Kittitas County, Central Washington University and the City of Ellensburg to support economic development.
The agreement under negotiation would trade a county-owned airport hangar parcel for vacant land on Eighteenth and Helena and for a former EDBA (Ellensburg Business Development Authority) property near Airport and Towers Road. County staff said a boundary-line adjustment is underway to correct parcel size at the Eighteenth and Helena site and that a purchase-and-sale agreement is being drafted by outside counsel.
Officials clarified that the airport building has been county-owned and historically occupied under a ground lease arrangement. Staff told the joint session the county intends to continue owning airport property while formalizing a lease to accompany any exchange or sale, and that lease terms follow a county-adopted rate from a 2022 resolution. The county’s presentation said the ground lease, including wetlands considerations, will be part of the transaction documentation and is expected to be finalized alongside the purchase-and-sale review.
County staff said once legal documents are finalized they will bring the transaction back to the respective governing bodies for signature and approval.
