During the Board of Liquor License Commissioners for Baltimore City meeting on May 8, 2025, the board read into the record three settlements under the Monetary Penalty in Lieu of Hearing program and approved multiple license transfers and license amendments for establishments across the city.
The board announced the Monetary Penalty in Lieu of Hearing program actions “in accordance with section 12-2,105(a) of the Maryland Alcoholic Beverages and Cannabis Article and Liquor Bureau Rule 2.16.” The three settlements read into the record were:
- Ty Smith Inc., trading as Truth Lounge (24507–09 Bel Air Road), Class BD7: Tyra Anderson and Tyesha Nicole Smith admitted two violations of Rule 3.081(b) and paid a total fine of $1,500.
- Jordy's Bar and Lounge LLC (301 South Macon Street), Class BD7: Tyrone Hopkins Sr. admitted violations of Rule 3.082, Rule 3.081(a), and Rule 4.171 and paid a fine of $16.50.
- Despot LLC, trading as Despot (1171–743 West Hamburg Street), Class BD7: Ayesha Ali and Myrtle Johnson admitted violations of Rule 3.082 and Rule 3.081(b) and paid a fine of $1,000.
After reading penalties, the board considered a set of licensing matters. On the basis of application materials and testimony, the board voted to approve the following actions (approvals were recorded as unanimous votes by the commissioners present):
- Transfer of ownership: Fikal Inc. (Hamilton Liquors, 5418–5420 Hartford Road), Class A beer, wine and liquor license; the new operator will live above the store and the current licensee will remain a company member to assist in operations.
- Transfer of ownership and off-premises catering and delivery permissions: Local Dough LLC (trade name pending), 1115 West 30th Street, Class B beer, wine and liquor license; the applicant requested off-premises catering and delivery of alcoholic beverages; applicant testified that employees are ServSafe- and TIP-certified.
- Transfer of ownership with continued live entertainment and outdoor table service, and requested delivery: Salt and Lime LLC (Salt and Lime, 1718 Thames Street), Class B; the application was accompanied by a signed memorandum of understanding (MOU) between the applicant and the Fells Point Residents Association. The board approved the transfer and service requests “subject to the terms of the MOU to the extent those terms are enforceable by law.”
- Amended application to transfer ownership: THDC Baltimore LLC (trade name pending), 313 North Charles Street, Class BD7; the owner and building resident Christopher Regan will be the sole applicant while a permanent restaurant tenant is sought.
- Request to add live entertainment: Demco Inc. (Naughty Pine Inn, 801 South Conkling Street), Class BD7; the applicant requested live entertainment described to the board as "acoustic instruments, karaoke, and potential DJ." The application included an MOU with Brewers Hill Neighborhood Association with noise mitigation and compliance provisions; the board approved adding live entertainment subject to the MOU’s enforceable terms.
Board members and counsel noted MOUs and neighborhood agreements where applicable; when an MOU was introduced as evidence the board received it into the record. Several approvals were explicitly conditioned on compliance with MOU provisions to the extent enforceable by law. The board recessed after completing the docket and scheduled its next session for May 22, 2025, at 10:30 a.m.
