The Vienna City Council approved award of the construction contract to Jimmy Harper Construction for the McDonough Park restroom rehabilitation after sealed bids were opened and reviewed.
Sealed bids opened April 24, 2025, produced two bids: Jimmy Harper Construction at $130,160 and Phoenix Construction at $170,870, according to a budget-and-finance recommendation presented to the council. The budget and finance committee recommended accepting the Jimmy Harper bid, and the presiding official moved to accept that recommendation. The council voted by raised hands and the motion passed unanimously.
The presiding official described the project as a full renovation of the restroom facility at McDonough Park — "wall to wall, ceiling to ceiling" — including drainage, heating, electrical, plumbing, roofing, siding and concrete work; the existing block walls will be retained and rehabilitated. The facility also contains the electrical service hub that feeds the ball fields across Rosemar Road, increasing the project's complexity and cost. The presiding official said the building is roughly 38 to 40 years old and likely has not been substantially rehabilitated since construction.
Funding for the project will come from the city's general fund line item O1-540-65-57, pending council approval. The presiding official recalled an earlier internal estimate or budget discussion that ranged from about $177,000 to $225,000 in earlier planning; staff said they had tried to reduce nonessential items to bring the project cost down before bidding.
Council discussion noted the high use of the park and the importance of bringing the restroom into Americans with Disabilities Act compliance. The presiding official said the project will be a significant improvement for park users and will preserve the building because of the complex electrical infrastructure housed there.
The award to Jimmy Harper Construction was approved unanimously; staff will proceed with contract administration and project scheduling.
