Superintendent Shay (presenting the item) reviewed the key terms and said the agreement applies to identified Rollinsford pre‑K students. The agreed tuition is $2,600 per year for the two‑day‑a‑week option and $5,000 per year for the four‑day option. Special-education services and transportation for those identified students will be billed separately and charged directly to Rollinsford, Shay said; the district has billed Rollinsford for identified‑student tuition in prior years and is now formalizing the detailed MOU in light of the SAU 104 board’s prior approval.
Board members asked how invoicing would be handled; Shay said the Somersworth office will bill SAU 104 and that the arrangement matches the districts’ prior practice. Board members also asked whether current reimbursements cover special‑education costs; staff said the tuition amounts and direct billing for special‑education services are intended to make the arrangement cost‑neutral for Somersworth.
A motion to approve the preschool tuition agreement as presented passed on a unanimous voice vote.
The agreement will be signed by both school boards and in effect for the 2025–26 school year; the board did not make any change to the tuition amounts at the meeting.
