Committee hears treatment court staffing changes and costly out‑of‑county juvenile placement

Staff reported transitions on the treatment court team: Judge Tollan stepped down as treatment court judge in March after seven to eight years; Judge Anderson will preside as treatment court judge beginning in April. Team members leaving include an assistant district attorney who took a job in Adams County and a public defender who left for Pierce County; CJCC staff called the team to be ‘‘in transition’’ but said operations remain intact.
CJCC reported caseload numbers: six treatment court participants (with one or two referrals pending), two diversion participants, five in the intoxicated driver intervention program and several first‑time offender referrals.
Separately, county administration and Tanya reported a juvenile had been remanded to Lincoln Hills (an out‑of‑county youth facility). Staff stated the current daily rate was $1,268 per day and the proposed July 1 rate was noted as $2,305 per day; the remaining portion of the current fiscal year was estimated at about $538,000 and a broader budget impact if the child remained until aging out was estimated at $1.6 million (staff said reconciliation with the state will occur but the county share could be a fraction of the total). The committee was asked to monitor placement status because the cost has significant budget implications.
