Venus council extends franchise with Frontier Waste Solutions, adds fuel-surcharge and glass-recycling language

The City of Venus City Council on Feb. 10 voted 4-0 to approve an amendment to its executive franchise agreement with Frontier Waste Solutions for municipal solid waste, construction and demolition waste, and recycling collection and disposal.
City staff described five main changes in the amendment: extending the contract term to five years with an automatic five-year renewal, increasing the termination-notice window to 180 days, adding clearer language about recyclables (specifically glass), and creating a fuel-surcharge mechanism triggered if Frontier's fuel costs increase by 15% over a single quarter. Staff emphasized the fuel surcharge is separate from any routine CPI- or rate-adjustment process and would be temporary if fuel prices later recede.
Council members were told there is no immediate price increase and that no services were being reduced. The council discussed public notification about glass recycling after staff said Frontier provided a graphic that was posted on the city's Facebook page last fall. Representatives from Frontier were noted as present for questions.
After the presentation, a councilmember moved approval and the council voted 4-0 in favor with one member absent. The amendment replaces the agreement that first took effect in February 2019, which had an initial three-year term and a three-year renewal window.
The approved amendment allows Frontier to request a fuel surcharge under the contract parameters; if the surcharge is invoked it will be considered by the council per the contract language. Staff said the city will repost information for residents about what can be recycled, including glass.
The council did not adopt any separate ordinance or immediate rate change; implementation follows the amended contract terms and any surcharge would be handled per the contract provisions and subsequent council action if required.
