County agriculture office expands commercial livestock pass training, adds North County participants

Mariposa County Agriculture Commissioner Monica Nielsen updated the Board of Supervisors on the county’s commercial livestock pass program and outreach to North County producers.
Nielsen said the program — established by state law in 2021 — issues a hanging vehicle pass and photo ID card listing properties (APNs) where commercial livestock owners may enter areas closed due to emergencies (fire, flood, etc.). The pass program requires training on the incident command system and fire behavior and sets a typical threshold for commercial livestock at 25 head (includes cattle, sheep, goats and bees).
This year the county held its annual commercial livestock pass training with 35 participants, including new North County residents; probation personnel assisted with roadblock training and outreach. Nielsen said participants must contact the Agriculture Commissioner’s Office and coordinate with the Sheriff’s Office before entering closed emergency zones; the program is not an automatic right to pass roadblocks.
Board members praised the collaboration among Ag, probation, Cal Fire and the Sheriff’s Office and noted the program has been used during local emergencies. Nielsen said the annual color change on the hanging pass requires producers to re‑train yearly and helps emergency personnel identify current pass holders during operations.
