The Inyo County Board of Supervisors on April 15 declared certain county-owned GPS equipment surplus and approved transferring the equipment by private sale to the California Land Surveyors Association Foundation for a nominal amount and educational reuse.
Chief Information Officer Noam Shen told the board the county has older GPS units that have not been used for years and the California Land Surveyors Association Foundation requested the equipment for scholarship and training purposes. Shen said the foundation could put the equipment to use in educating future surveyors in California.
Because the equipment qualifies as de minimis surplus property and the proposed recipient is not a public agency, the board approved a private sale under the applicable government-code provisions. The board also appointed a member to oversee the sale process; in discussion the board designated the chair to make that appointment and accepted a supervisor—s offer to serve as the appointed board member to oversee the sale.
A motion to approve the recommended action carried by voice vote; specific roll-call tallies were not recorded in the meeting transcript. A board member suggested staff consider whether county surplus-property policy could be amended to simplify similar transfers in the future.
Shen advised staff will bring the board a report on the sale and noted the equipment transfer supports workforce development in the surveying profession.
