Board adopts California Joint Strategy for Sustainable Outdoor Recreation and Wildfire Resilience

County Administrator New Greenberg asked the board to consider adopting California’s Joint Strategy for Sustainable Outdoor Recreation and Wildfire Resilience. The board voted to adopt the strategy by voice vote.
Greenberg said the strategy, developed under the California Wildfire and Forest Resilience Task Force (March 2023), is intended to guide partnerships with federal and state land-management agencies and to help the region seek eligible state and federal funding for projects that sustain outdoor recreation and improve wildfire resilience. He noted neighboring jurisdictions (Town of Mammoth Lakes and Mono County) have adopted the strategy and the county’s adoption signals regional alignment.
Supervisors discussed whether the strategy is a one-time document or will be revisited; Greenberg suggested he will seek that clarification. Supervisors urged stronger private-sector and user-group engagement (trail operators, outfitters, campground operators) and warned that funding often favors construction projects over maintenance budgets. One supervisor recommended that evacuation plans and public guidance for at-risk recreation areas be included in implementation steps.
The board adopted the strategy as presented; supervisors asked staff to remain engaged with regional partners and to monitor funding opportunities tied to the plan.
