Historic District Commission approves nine sign, paint and mural permits; flags font/logo issue on Credit Union 1 sign

The Historic District Commission in Skagway approved a package of sign, paint and mural permits for downtown properties during its March 24 meeting. The commission approved nine permit applications covering façade, marquee and projecting signs, building repainting and one mural; most votes were unanimous or near-unanimous.

The commission approved sign permit application 2025070 for Shirt Off My Back (façade-mounted sign), building paint permits 2025002 (Wild Yukon Firs), 2025008 (Patricia McGee), and 2025015 (Municipality of Skagway, AB Hall), sign permits 2025006 and 2025007 (Aurora Alaska Jewelry Art marquee signs), marquee/projecting sign permits 2025016 and 2025017 (Credit Union 1) and mural permit 2025014 (Stephanie Ryan). Most were approved 4-0; the two Credit Union 1 sign applications passed 3-0 after commissioners requested staff address font and logo styling.

Commissioner Heights made the majority of motions to approve; permitting official Stacy Fairbanks worked with applicants to address materials, fonts and dimensions before the applications came before the commission. Several applicants participated remotely by Zoom; others attended in person.

The commission praised applicants for using materials and colors drawn from the historic color palette. Sign applicant Patrick (Pat) Summers for Shirt Off My Back confirmed materials and approved fonts were submitted to staff. Sean Krishnani spoke for Aurora Alaska Jewelry Art for two marquee signs; Stephanie Ryan presented a mural concept (8 feet by 10 feet space; scaled drawing provided) that the commission described as an improvement to an existing mural and within the approved color palette. Ryan said the mural concept adds a northern-lights element and a Lawton Glacier–to–river watershed theme.

Commissioners repeatedly emphasized compliance with the historic palette and materials. On the Credit Union 1 façade and projecting sign applications (2025016 and 2025017), Commissioner Heights raised concerns that the proposed lettering showed lowercase use inconsistent with the listed historic fonts and that the applicant's logo/trademark might not conform to rules limiting use of logos not present historically in the Klondike-era period of significance. Heights recommended the applicant use an uppercase variant of the recommended font or otherwise adjust the design to meet the guidelines. Permitting official Stacy Fairbanks said she will work with the applicant to ensure the permit conforms to the guidelines and noted the code language currently uses the phrase "recommended fonts," which has led to inconsistent interpretations; staff said they would clarify letter-case requirements and request uppercase-only lettering unless code explicitly permits lowercase. Commissioners agreed to place responsibility on permitting staff to secure the required corrections prior to permit issuance.

Mural permit 2025014 was approved with compliments from commissioners about color choices and composition; the artist said she planned to start painting in April. The Municipal paint application (2025015) was presented by a municipal employee representing Public Works; staff said the selection used the closest historic-palette matches for AB Hall, which had not been repainted since before the palette existed.

Summary of formal actions recorded in the meeting minutes: all nine listed permit applications were approved as in compliance with the historic district guidelines. Two Credit Union 1 sign permits were approved with staff direction to ensure case (upper-case letters) and to verify that trademark/logo elements comply with the code before the permits are finalized.
