Inyo County reviews Bishop Airport operations and draft air-alliance agreement; no formal vote

Inyo County officials received a detailed update on commercial service at Bishop Airport on Feb. 25, including capital work under way, passenger trends and a draft Memorandum of Understanding that would formalize the county's role in the Eastern Sierra Air Alliance.

The board heard that airport work already underway includes runway grooving completed in December, runway safety area design to remove "declared distances," and planning for a future commercial service terminal supported by a $2 million congressionally directed appropriation. "That put grooves in the runway asphalt to improve drainage and friction, and we've already seen the benefits of that in our rainstorm a couple of weeks ago," Ashley Helms, deputy public works director, told the board.

Why it matters: County officials said stabilizing commercial service helps secure FAA entitlement funding tied to passenger counts and offsets routine airport operating costs. Staff and the Eastern Sierra partners presented a draft cost-sharing arrangement under which Inyo County would contribute $200,000 annually toward the minimum revenue guarantee (MRG) that helps guarantee scheduled flights. Reaching 10,000 enplanements in a calendar year would make the county eligible for about $1.3 million in FAA entitlement grants for airport projects, speakers said.
