The board heard that airport work already underway includes runway grooving completed in December, runway safety area design to remove "declared distances," and planning for a future commercial service terminal supported by a $2 million congressionally directed appropriation. "That put grooves in the runway asphalt to improve drainage and friction, and we've already seen the benefits of that in our rainstorm a couple of weeks ago," Ashley Helms, deputy public works director, told the board.
Why it matters: County officials said stabilizing commercial service helps secure FAA entitlement funding tied to passenger counts and offsets routine airport operating costs. Staff and the Eastern Sierra partners presented a draft cost-sharing arrangement under which Inyo County would contribute $200,000 annually toward the minimum revenue guarantee (MRG) that helps guarantee scheduled flights. Reaching 10,000 enplanements in a calendar year would make the county eligible for about $1.3 million in FAA entitlement grants for airport projects, speakers said.
