Clinic volunteer policy fails to advance after committee debate over municipal volunteer packet

The Del Memorial Clinic Planning Committee spent significant time reviewing a draft clinic volunteer policy and debated whether municipal volunteer forms and vetting requirements would discourage community help.

Staff described prior use of volunteers during a mass-casualty response and said the municipality’s volunteer packet and vetting process could slow the clinic’s ability to accept short-notice emergency volunteers. Committee members said they wanted a clear definition of volunteer types in the policy so short-term, non-patient-facing activities could be handled differently than volunteers who would access protected health information.

One committee member warned that the municipality’s volunteer packet imposes a “degree of difficulty” that may deter volunteers. Staff and at least one member said the committee should draft language to allow for emergency volunteers while still meeting municipal liability and vetting requirements for volunteers who would access patient information.

Motion and vote: William Lockett moved to send the clinic volunteer policy to the board for review; Lisa Mandeville seconded. On roll call the motion failed, 0–4 (Lisa Mandeville — no; Bob Dietrich — no; Britney Thomas — no; William Lockett — no). The committee therefore did not forward the policy to the board; members said they will continue drafting clearer definitions of volunteer types and consider municipal volunteer packet content before returning the item to the agenda.

Committee discussion also covered where short-term volunteers would work (outside the building for spring-cleaning events) and whether the municipal volunteer packet should be attached to the policy. Staff said they would bring the municipality’s volunteer packet and recommended edits to a future meeting for further consideration.

The committee recorded the vote and closed the item without advancing the policy to the full board.
