Anchorage seeks federal help for port modernization; RFP open for federal lobbyist

Mister Clowda (staff) told the committee the municipality has an open federal lobbyist request for proposals that closes next week and that staff may extend the deadline. “It’s open until the sixteenth next week,” he said.
Clowda said the municipality and its federal lobbyists (currently working with Blank Rome) are pursuing an amendment to the National Defense Authorization Act (NDAA) that would allow strategic seaports, including the Port of Alaska, to receive streamlined permitting and National Environmental Policy Act (NEPA) treatment for projects that include USDOT funding. He said the change could shorten regulatory timelines for port projects.
On state engagement, Clowda said the mayor and port team recently briefed the Anchorage delegation on large items in the port modernization plan of finance, including a request to the assembly for $1,100,000,000 in bond authorization. He said bond authorization does not mean immediate issuance of that full amount and that state and federal cost-sharing remains possible. The port was invited to present to the Senate Arctic Affairs Committee on May 1; Clowda said the municipal manager was likely to present.

The committee did not vote on the RFP or the NDAA amendment in the meeting; staff said they will return with procurement results and any legislative requests as they develop.
