Molly (County Auditor’s Office) told the council that the amendment comprises three ordinances: (1) correcting 2025 beginning cash balances to reflect final 2024 figures, (2) emergency appropriations to cover items such as equipment purchases, HVAC replacements and grant carry-forwards, and (3) supplemental appropriations for new grant revenues (including FEMA and NOAA project adjustments). She said about two-thirds of county funds had higher actual beginning cash than previously budgeted and walked through significant changes including an approximately $5 million upward correction in County Roads beginning cash and a $1 million increase in current-expense beginning cash.
The budget team recommended several requests and delayed others (for example, a proposed abatement fund and a fleet motor-pool catchup payment were deferred pending further analysis). Council members asked for clearer exhibit labeling and requested the auditor return next week with a first-quarter financial overview to help inform the amendment. The council set a public hearing for the first budget amendment on May 13.
