County staff warn of publication-timeline impacts as commissioners name The Tribune official paper of record

The Kittitas County Board of County Commissioners moved to designate The Tribune as the county's official newspaper of record for publishing legal notices and official publications, a change discussed at the April 1 meeting.
Jamie Manning of Community Development told commissioners the designation is legally permissible but cautioned that changes in state law have altered publication timelines and could create practical issues. Manning said adopting a weekly official paper can add to existing deadlines: if the county misses the paper's Tuesday deadline, publication would move to the following Thursday edition, which in turn can delay the date when statutory clocks start on applications and notices.
Manning recommended the county review affected county code language so references to "courtesy" publication reflect that the Tribune would be the official vehicle. At the meeting a commissioner said the county's association and MRSC (Municipal Research and Services Center) had been notified about unintended consequences of Senate Bill provisions on publication timing and that the county will seek clarification through its association.
The resolution to name The Tribune as the official paper was included among items approved later in the meeting's consent agenda.
