Kitsap commissioners approve $4.32 million contract for Suquamish regional stormwater treatment facility

Kitsap County commissioners on Monday approved a $4,319,678 construction contract with Northwest Cascade Inc. to build the Suquamish Regional Stormwater Treatment Facility, a large underground treatment vault that will retrofit an existing conveyance system serving roughly 182 acres in downtown Suquamish.
The treatment vault, described by county staff as a “BioPod,” will be about 33 feet wide and 155 feet long and will be installed beneath the eastbound lane and on‑street parking on Northeast Parkway Street east of Suquamish Way NE. County staff said the facility is intended to reduce pollutant loading to Puget Sound by removing total suspended solids, dissolved metals such as copper and zinc, and total phosphorus.
The project scope also includes two flow splitters, two pre‑treatment hydrodynamic separators for trash and debris, parking and accessible sidewalk improvements, a new stormwater outfall with an energy dissipation structure and placement of large woody material. As part of compensatory mitigation tied to the new outfall, county staff said they will remove a minimum of 180 square feet of existing concrete debris from shoreline identified as surf smelt spawning habitat.
Matthew Oxford, Capital Projects Manager in the Roads Engineering Division, told the board the county publicly opened seven bids; Northwest Cascade was the lowest responsive and responsible bidder at $4,319,678, about 9% over the engineer’s estimate. Funding for the contract is roughly $1.9 million from the Stormwater Fund and $2.4 million from a Department of Ecology grant.
Construction is scheduled to begin in August 2025 after a local celebration and is expected to finish by March 2026. To facilitate construction the county included a temporary road‑closure resolution on the same agenda to close the eastbound travel lane of Northeast Parkway Street for approximately 300 feet.
In response to commissioners’ questions, Oxford confirmed the county has coordinated with the Suquamish tribal government over anticipated closure impacts and that on‑street parking above the vault will be restored after construction.
The motion to award and execute contract KC05325 carried unanimously. The board directed staff to continue public outreach and signage for the temporary closure and parking impacts this summer.
