Commission approves Oaks at Bay Grove: 31 lots, developer preserves mature trees

Staff reviewer Kelly Schulz said the technical review committee unanimously approved the project and that the city of Freeport will provide water and sewer to the lots. Jamie Hubanks of Jenkins Engineering said the developers completed a tree survey identifying about 60 trees over 24 inches in diameter and designed the project to preserve more than 130 trees; homes will be raised (not slab-on-grade) to limit grading. The applicant said there are no on-site wetlands and that stormwater will use dry retention.
Commissioners praised the design and tree preservation; staff clarified a very small portion of lots abuts a newer 0.2-percent-annual-chance flood area but no development is proposed in that corner. The commission approved the project with the conditions listed in the staff report; commissioners noted pedestrian facilities are private to the community and that recreation fees will be collected at platting.
