Planning commission continues two rezoning items to June 12 amid county moratorium pause

The Walton County Planning Commission voted to continue two rezoning items — the D and H Sand large-scale amendment with rezoning and the Red Bay rezoning — to the commission’s June 12 meeting after the applicant requested more time while a county-level moratorium is in effect.

Staff member Steven (planning staff) told the commission the pause stems from a recent Board of County Commissioners discussion about a moratorium on developments in certain recharge areas and well-protection zones; the applicant asked for a continuance so the effects of that pause can be determined. Chairwoman (unnamed) asked for the continuance motions to be made and the commission approved the continuance.

The continuance matters because the moratorium could affect approvals in the recharge area; commissioners also raised procedural questions about quorum when a member must recuse themself. One commissioner asked whether a recusal by a single member could reduce the commission below the required voting quorum for a specific quasi-judicial item. Steven said staff would research and return with clarification.

Commissioner Jim moved to continue the two items to June 12; the motion was seconded and carried. The continuance was recorded as requested by the applicant to allow county-level actions to play out before final action by the planning commission.

Staff said they expect the moratorium pause to be roughly 30 days and will follow up with commissioners about the implications for the two applications.
