The Concord Finance Committee voted to recommend affirmative action on Article 47, the Community Preservation Committee’s (CPC) recommended appropriations for FY2026. Burton Flint, CPC chair, presented the committee’s recommendations and the rationale for each project.
The CPC proposed approximately $1,554,000 across seven applications and a historic‑preservation reserve to satisfy the Community Preservation Act’s minimum allocation rules. The largest single recommendation was funding to the Concord Municipal Affordable Housing Trust (approximately $740,000), which also incorporates $240,000 returned to the CPA fund by the Concord Housing Authority from prior project savings. Other recommended allocations included a regional housing services program contribution, Thoreau Elementary School athletic fields improvements (roughly $444,000), planning for the Durrow Recreation Area access improvements, a preservation survey of mid‑century structures, conservation of 18th‑century assessor records, and funds for CPC administration and technical support. The CPC also proposed a historic preservation reserve to meet the statutory minimum allocation for that category.
Committee members expressed general support for the CPC’s vetting process and site visits and recommended the presentations to town meeting. After brief discussion the Finance Committee voted unanimously to recommend affirmative action on the CPC package.
