Committee staff told members the outstanding item concerns the demarcation point that defines where the town’s broadcast equipment responsibility ends and Comcast’s responsibility begins. Staff said the change is meant to align the contract with industry practice whether the town or Comcast owns encoders.
The recommendation follows a multi-year negotiation and a review by town counsel, staff said. Counsel’s edits were largely minor; staff and the committee agreed on the edits that were kept. Staff also said there are no changes to the money, channel lineup or core customer-service terms the committee previously reviewed.
Committee staff said the current extension of the existing contract runs through April 19, and that the town will need either a signed agreement or another extension before that date to avoid a lapse. Staff described two procedural options: vote now to recommend the agreement to the Select Board for a public hearing and vote, or delay the committee recommendation and request another extension while the committee finishes review.
A committee member moved to recommend the agreement to the Select Board. The committee seconded the motion and voted to forward the agreement; members recorded ayes and no nays were announced. Cynthia was noted as unable to attend this meeting.
Next steps shared by staff include coordinating the Select Board public hearing (which requires two weeks’ advertising) and having a committee representative present to summarize the committee’s review and recommendation. Staff also said they will resolve the single demarcation-language clarification with Comcast before final execution.
Why it matters: franchise agreements set responsibilities for local public-access operations, channel carriage and technical handoffs. The committee’s recommendation sends the contract to the Select Board for a public hearing and a final vote.
